A. SCHEDULE

Polling Agent + Roleplay (Level 2)

Time: 9:00am to 12:00pm (50% Training, 50% Roleplay)

Counting Agent + Roleplay (Level 3)

Time: 2:00pm to 5:00pm (30% Training, 70% Roleplay)

B. SESSION CONTENT

Polling Agent + Roleplay (Level 2)
Objective: Participants will have sufficient knowledge to perform as polling agents, but will need to proceed to Level 3 to become capable counting agents.
Content: 50% Training, 50% Roleplay.
Polling Agent & Booth Observer/Barung Agent responsibilities.
How do I become a Polling Agent/Counting Agent/Barung Agent?
What is the Electoral Structure of Malaysia?
What are the Voting Processes?
What is inside a PACA Kit?
Tasks for Polling Agents before and during polling & Best Practices.
How to handle different scenarios during polling?
What are the forms used for procedure control and accounting of ballot papers?
How to protest?
How to use Standard Operating Procedure checklist & references to Election Laws?
Pre-requisite: Prefer that you have gone through our Voter Education 101 session OR if you have decided that you want to become a PACABA but do not know what to do, attend this session.

Counting Agent + Roleplay (Level 3)
Objective: Participant will be ready to become a PACABA on Election Day.
Content: 30% Training, 70% Roleplay.
Counting Agent appointment, responsibilities and duty shifts.
Tasks for Counting Agents during and after counting & Best Practices.
How to fill up ALL forms used for procedure control and ballot paper accounting?
How to handle different scenarios during counting?
How to determine Undi Ragu?
How to recount?
How to protest?
What to do when you have more ballots in the box than reported in Form 13?
What are the relevant envelops used?
How to use Standard Operating Procedure checklist & references to Election Laws?
Pre-requisite: Completed our Voter Education 101 OR Polling Agent sessions. If you are new to PACABA training, DO NOT attend this as you will be lost.

C. REGISTRATION

The training is free but you will need to purchase handouts on forms, PACABA Guidebook and Guide for Undi Ragu to help with your understanding and development as an empowered PACABA. We also have copies of the Election Laws of Malaysia available for purchase on that day.

Training Selection Guide:

Voter Education + Barung Agent Roleplay(L1)


80% training + 20% roleplay. Beginner Level
Suitable for those wanting to know more about voter rights, electoral system, voting processes and how the rakyat can contribute to free & fair elections.
There will be a roleplay on the often neglected Barung Agent role on Election Day.
For those still unsure about whether being a PACABA is for you, come and experience for yourself!!
Polling Agent + Roleplay(L2)

50% training + 50% roleplay. Intermediate Level
Assumes that you have attended our Voter Education/Barung Agent Training.
If you have already decided that you want to become a PACABA, attend this session first before going to L3.
Counting Agent + Roleplay(L3)

Focusing on Counting process with 70% roleplay. Advanced Level.
You have to attend our Polling Agent session first to maximize benefit.
Ready to serve as an empowered PACABA.
