While DAP says the government is pussyfooting on the matter, Hindraf accuses the civil servants of being indoctrinated by racist polices to turn a blind eye to the stateless Indians problem.

PETALING JAYA: The MyDaftar programme mooted by MIC is a mere publicity stunt to hoodwink the Indian community, said DAP national vice-chairman M Kulasegaran.
Responding to a case where two abandoned Indian children were denied citizenship by the National Registration Department (NRD), he said the bureacrats sitting in the government departments had yet to change their mindset to help the community.

“It’s the failure of the government to understand that stateless Indians need urgent remedy from the government. What’s so difficult in giving the children their citizenship?” he asked.

Last week, Agathians Shelter told FMT that brothers, Hari, 14, and Haran,12, were denied citizenship by the NRD as they had failed to provide evidence that their parents were Malaysians.

Although the shelter’s council member M Sivabalan told the officers that none had come to claim the children despite being highlighted in the newspapers, the NRD insisted on following the book.

Sivabalan also alleged that the NRD officials at Plaza Masalam, Shah Alam, had reprimanded him for being too persistent on the matter.

The MyDaftar programme was announced by Prime Minister Najib Tun Razak in early last year to help stateless Indians in the country to get citizenship.

The programme comes under the Special Implementation Task Force, headed by Human Resources Minister and MIC deputy president Dr S Subramaniam.

Kulasegaran, who is also Ipoh Barat MP, said it was heartless for the NRD to penalise the children for their parents’ mistake.

“NRD imposed an impossible condition on the kids without trying to understand their predicament. Action must be taken against the bureaucrats for doing this,” he added.

On the stateless Indians issue, Kulasegaran said the best way the government could help the affected group was to have a holistic amnesty programme.

‘BTN training to blame’

Hindraf pro-tem secretary-general P Uthayakumar said NRD officers were acting in bad faith when they rejected Sivabalan’s argument.

“This is caused by the racist Biro Tatanegara (BTN) training the civil servants received prior to their employment,” he said.

The vocal human rights activist also said the least NRD could have done was to use their chidlren’s caretaker’s details in order to grant them citizenship.

“In the past, NRD officers went into remote areas to identify the stateless people there to issue birth certificates and MyKads to the rural dwellers.

“But why is it so diffcult for them to give citizenship to these kids? It’s a child’s birth right to get a birth certificate from the country he or she was born in,” he said.

To resolve the matter, Uthayakumar said all the NRD officers had to do was to move away from their posh air-conditioned rooms and get to the bottom of the matter to help the children.

“I’m sure Hari and Haran were born in some hospital and the latter would have their records. Why can’t NRD get these details and help them?” he asked.

On the same matter, PKR vice-president N Surendran said the incomplete birth certificates given to Hari and Haran were proof of how “committed” MIC was in helping the stateless Indians.
“MIC is so weak and incompetent. Their only goal is too retain power,” he said.

When contacted, NRD public relations officer Jainisah Mohd Noor said she could would look into the matter soon after gathering the details.
