Can someone enlighten me? Why is it that Chief Ministers in states that have a sultan are called 'Menteri Besar' while in states like Penang, they are called 'Ketua Menteri'?

'Ketua Menteri' sounds wrong to me, but I'm no expert.

A Menteri Besar is a Chief Executive of the state governments of Perlis, Johor, Kedah, Perak, Selangor, Negeri Sembilan, Pahang, Terengganu and Kelantan in Malaysia—that is, all states with royal rulers. In other states without a monarch, the title Ketua Menteri (Chief Minister) is used. "Menteri Besar" is is often untranslated in the local English press.
