First they float a trial balloon to see the reaction. Then they propose an Act. They give assurances that the implementation will be fair and rights of the people will be protected. Once it is in place, it becomes another tool to suppress the masses.
Don't believe? Look at what happened to elected local govt, ISA, NEP, etc. Their only long-term objective is to entrench UMNO's power.

SHAH ALAM, May 21 — Information, Communications and Culture Minister Datuk Seri Dr Rais Yatim said the proposal by some quarters for bloggers in Malaysia to be registered required in-depth study.
