    Guidelines for hillside development are not good enough

    KUALA LUMPUR, Dec 8 — In the wee hours of Saturday morning, the earth around the hill slopes of Bukit Antarabangsa, a suburban development in a thickly forested water catchment area in the city, groaned, shook and surged forward, buckling roads, overturning cars, snapping lamp posts, and flattening 14 houses in its wake.

    Four people died, 14 others have been injured and over 2,000 people have been told to evacuate their homes.

    Almost 15 years ago, 48 people, including the son of former Deputy Prime Minister Tun Musa Hitam, died after one of the three Highland Towers condominium blocks located within the same Bukit Antarabangsa area came crashing down as a result of yet another landslide. At the time, then Prime Minister Tun Dr Mahathir Mohamad put a stop to further hillside development.

    Was anyone listening?

    One doubts it. Said Benjamin George, an 80-year-old doctor who survived the Highland Towers tragedy: “In three months, the tractors will start work again,” he told the press bitterly. “I have survived long enough to see all this nonsense repeated.”

    Premier Abdullah Ahmad Badawi and his deputy Najib Abdul Razak have shown “too much resignation and too little outrage” over the landslide that killed four people and led to some 5,000 residents having to be evacuated since Saturday.

    Targeting the nation’s top two in his blog post, veteran opposition lawmaker Lim Kit Siang also criticised the government and its officials for having been “much too complacent” in preventing the tragedy.

    The independent geo-technical team, commissioned by the Penang government to carry out a comprehensive study on hillside development, plans to outline a new set of standard operating procedures (SOP) to govern such projects.

    Team head Prof Eric Goh Kok Hoe said his six-member team will study existing guidelines, on-going hillside construction sites and completed development projects before outlining the SOP.

    AFTER the Highland Towers tragedy in 1993 that killed 48 homeowners and
    their families, everybody - the Government, developers, local au**thorities
    and home buyers - said no more hillside development.

    Today the same pledge is made following the Bukit Antarabangsa disaster on
    Saturday that killed at least four people and destroyed over a dozens of
    homes and caused losses in the millions.

    To tackel greed,one must know the cause.The cause is no other than the believe in a 'self'[ego/intellect].Every religion expose the ego as a phamtom to be dismissed summarily.Without such insight one only trim the branches of greed to bring about the sprouts of more such branches.Remove the root[ego] and the whole plant die.Religions must be made the forefront of relevance,before living beings destroy itself.

    Today, the developers are asking the govt to be fair (whatever that means).

    Who is going to make sure that life is fair to the victims of landslides?

    The Dewan Rakyat has set aside one hour this afternoon to debate an opposition emergency motion on the Bukit Antarabangsa landslide which killed four people.

    This came after House speaker Pandikar Amin Mulia, in a rare move, accepted the motion tabled by Azmin Ali (PKR-Gombak), who is also the state assemblyperson for Bukit Antarabangsa.

    The debate will hear arguments from both Barisan Nasional (BN) and opposition MPs, after which the relevant ministry will wind-up on points raised. No voting is involved.

    In tabling his motion this morning, Azmin (left) said the previous BN-led Selangor government leaders should be held responsible for the latest tragedy and argued that Parliament is the best venue to debate the matter.

    There is no clear evidence to show that the landslide in Bukit Antarabangsa was a result of human negligence, said Housing and Local Government Minister Ong Ka Chuan today.

    "If it was human negligence, the landslide would have occurred a year or two after the houses were built but the houses here were built since 15 years ago," he was quoted as saying by Bernama.
