It is useful to understand how certain political parties train their PACABA's, although we may not agree with everything that is taught.

Why?

Tindak Malaysia trains on the basis of the Election Laws and Regulations. These Laws are passed by Parliament. Even the Regulations need final assent from Parliament.

Most political parties train on the basis of the Buku Panduan (Guide Books) issued by the EC. Buku Panduan can be easily manipulated by the EC to mislead their officers and the PACABA's. At the very least mistakes by the EC in producing the Buku Panduan can have a deleterious impact on the interests of candidates of certain parties if you have a biased EC officer. And we have enough documentary evidence to demonstrate that.

The following powerpoint is on slide share. It is quite well done except that the interpretation of acceptable ballots based on the EC Buku Panduan is strictly not in accordance with the Election Regulations. The EC needs to be challenged on this Buku Panduan.
