    A. Introduction:

    Welcome to the delimitation team to recruit Scrutineers in preparation for the Election Commission’s tabling of new constituencies.

    Definition: The term “delimitation” is used in the Thirteenth Schedule of the Federal Constitution for redrawing of Constituencies.

    B. Communication:



    C. Objectives:

    To redraw the Parliament and State Constituencies to meet the following criteria:

    i. Peninsular Malaysia
    Each State Constituency shall have a voter size within +/-10% of the average no. of voters in that State. A similar exercise shall be conducted using 2010 census. Then each State Constituency shall have a population within +/- 10% of the average population for the State.

    Federal constituency shall have a voter size within +/- 10% of the average no. of voters in Peninsular Malaysia, including the Federal Territory of Kuala Lumpur but excluding Putrajaya. A similar exercise shall be conducted using 2010 census. Then each Parliamentary Constituency shall have a population within +/- 10% of the average population for Peninsular Malaysia, including the Federal Territory of Kuala Lumpur but excluding Putrajaya (it is a State and a Parliamentary Constituency and cannot be amended with a 2/3 majority in Parliament).

    ii. Sabah
    Each State Constituency shall have a voter size within +/- 10% of the average no. of voters in the State. A similar exercise shall be conducted using 2010 census. Then each State Constituency shall have a population within +/- 10% of the average population for the State.

    Federal constituency shall have a voter size within +/- 10 of the average no. of voters in the State. A similar exercise shall be conducted using 2010 census. Then each Parliamentary Constituency shall have a population within +/- 10 of the average population for the State.

    iii. Sarawak
    Each State Constituency shall have a voter size within +/- 10 of the average no. of voters in the State. A similar exercise shall be conducted using 2010 census. Then each State Constituency shall have a population within +/- 10 of the average population for the State.

    Federal constituency shall have a voter size within +/- 10 of the average no. of voters in the State. A similar exercise shall be conducted using 2010 census. Then each Parliamentary Constituency shall have a population within +/- 10 of the average population for the State.

    This is governed by Federal Constitution Thirteenth Schedule.

    In practice, we are bound by Boundaries of:

    • State
    • District or Division
    • Local Council
    • Mukim
    • Township
    • Kg

    Geographical features:

    • Seashore,
    • River
    • Watershed (Mountain top)
    • Major roads

    Utilities: Maintain the lines in the same constituency, if possible.

    • Power line,
    • Water line,

    Communities: Keep same groups of people together, either through ethnicity, religion, interests, etc

    Administrative facilities for registration and polling machines (We need to identify the Daerah Mengundi for this.)

    Parity: +/-10% for P Msia, +/-10% for Sabah/Sarawak.

    D. Scope:
    Scope of work for volunteers: Each volunteer is expected to handle 4 Parliamentary constituencies and the corresponding State constituencies. The time-frame available is 6 months.

    A. Introduction:

    To recruit 500 Scrutineers per Parliamentary Constituency consisting of:

    • Minimum 100 voters per Parliamentary Constituency,
    • Minimum 100 voters per DUN (State Constituency)



    D. Scope:
    Scope of work for volunteers: Volunteers are to form teams to handle each State. The objective is to recruit 500 Scrutineers per Parliamentary Constituency.

    From these Scrutineers, get volunteers to help with further recruitment.

    F. Who Can Join?



    • Supporter: Anyone can join,
    • Scrutineer: Anyone can join,
    • Objector: Only a voter in a Constituency can be an objector in that Constituency,
    • Volunteer in Tindak Malaysia: Anyone can join.

    Use preprinted Registration Forms for mass registration but this has to be transferred to on google doc form later.
