    The suspicious death of Teoh Beng Hock last week while in the custody of the Malaysian Anti- Corruption Commission (MACC) has provoked such an outpouring of rage against the Umno-dominated Barisan Nasional government that there's little point in adding my two cents' worth.

    Except to make the point that, rather than reacting to every successive atrocity as if it were an isolated case, it's time to put all the pieces together and face the big picture: that Umno is waging an increasingly uncivil war against the Malaysia that most Malaysians stand for.

    Since the decimation of long-term allies like the MIC and MCA in the 2008 general election, and a string of electoral setbacks of its own since then, Umno has been steadily escalating hostilities in its fight to regain lost ground.

    Admittedly it hasn't yet resorted to the ultimate weapon of so many other rotten, repressive regimes - the replacement of the ballot with the bullet.

    But it has taken to using money as ammunition more blatantly than ever, as in its infamous repurchase of power in Perak and the case of the bridge and other bribes that recently almost bought it victory in the Manek Urai by-election.

    And in clear contradiction of its claim to be committed to the concept of equality for all in '1Malaysia', it has been shamelessly practising its traditional and highly successful 'divide and conquer' tactic through the promotion of conflict.

    Recently-proposed 'unity' talks with Islamic party PAS appear to have made considerable impact. It has caused bad blood if not yet outright hostility between PAS factions, and weakened many voters' faith in the party's future as a force in the opposition coalition, Pakatan Rakyat.

    And the current commander-in-chief of Umno, Prime Minister Najib Abdul Razak, has given the lie to his brave new '1Malaysia' war-cry by firing-off a salvo declaring it the bounden duty of every Malay and thus every Muslim to enlist in the Umno cause.

    As ever, Najib's assault on the hearts and minds of the nation are being strongly supported by Umno's propaganda brigade, the mercenaries and camp-followers of Malaysia's mainstream media.

    Recent examples of guerilla journalism in support of the Umno cause include an article by New Straits Times Group managing editor Zainul Ariffin Isa, who accused critics of the MACC over Teoh's death of trying to “demonise Malay institutions”. Another was the craven call by Wong Chun Wai, group chief editor of Star, not to “politicise” the situation.

    But this war goes far beyond words. The shock-troops in Umno's increasingly savage assaults on Malaysia, its citizens and constitution are the police, judiciary and other supposedly impartial protectors of the populace, like the Electoral Commission and the MACC.

    These renegade organisations have apparently abandoned all but the thinnest pretence of neutrality in favour of serving as hired guns for Umno.

    The MACC, for example, mounts ferocious attacks on corruption, but only when this is alleged to have been committed by Umno's enemies, opposition parties and their supporters. Arguably unfounded accusations of alleged infractions by Selangor Pakatan assemblypersons are being dealt with so severely, as to result in the death of an innocent bystander.

    Meanwhile, it completely ignores far more tempting targets like Umno's Dr Mohd Khir Toyo, a former menteri besar of Selangor who has allegedly amassed and spent a fortune way beyond his legitimate means.

    The MACC also suspiciously lacks aggression in its pursuit of dozens of other Umno and Umno-related prey, like the perpetrators of the RM12-billion Port Klang Free Zone atrocity.

    Similarly, the force supposedly charged with guarding the nation's electoral system, the EC, appears utterly derelict in its duty when it comes to the gerrymandering, roll-stacking and vote-buying on which Umno's survival so heavily depends.

    Losing battle

    But when it comes to crimes in Umno's war against Malaysia, the EC and MACC look like pacifists compared with the police. However many deceased electors that the EC carries on its voter rolls, I've never heard it accused of actually killing any. Nor, as far as I know, has the MACC been suspected of torturing and murdering witnesses before the case of Teoh.

    The police have accounted for so many victims, either killed in suspicious shoot-outs or dead as a result of 'accidents' or mysterious 'illnesses' in custody. So many of the deceased are Indians and Chinese Malaysians or foreigners that the scale of these activities almost amounts to ethnic cleansing.

    Nobody knows the true toll the police take of Umno's enemies, however, as their activities are shrouded in secrecy. Few cases, if any, are ever properly investigated or prosecuted, even when they come to public notice or achieve outright notoriety like those of Altantuya Shaariibuu and A Kugan.

    In any event, the Malaysian police have more vital missions to perform than investigating their own affairs. Like tear-gassing, beating and arresting unarmed citizens who peacefully assemble to protest against Umno; blocking roads to prevent anti-Umno rallies; and massing outside polling stations and opposition ceramah (political talks) to put the fear of God into Umno's enemies.

    With all this muscle on its side, however, and a seemingly limitless supply of pillaged public money in its war-chest, Umno sometimes finds itself fighting a losing battle. But it always seems to have an arsenal of alternative weapons and fallback strategies for times like this. Like the well-worn trick of calling a truce and surrendering to public demand for a royal commission.

    But, as we've seen since the one conducted on the police force a few years ago, and more recently on the judiciary, royal commissions are nothing but diversionary tactics designed to buy Umno time to regroup and rearm before going back on the offensive.

    As offensive as Umno is, however, and as weary as most Malaysians must be after 50 years of fighting in vain for fairness, equality, justice and freedom, at least there's consolation in the knowledge that nothing lasts forever.

    There's always the chance that Umno will finally self-destruct like the Marcos regime in the Philippines or the Suharto military dictatorship in Indonesia.

    I just hope that the forces of enlightenment, progress and active but peaceful resistance can somehow finally defeat the warmongers and whoremongers of Umno before they utterly destroy Malaysia the way the generals and their army have devastated Burma, and Mugabe and his 'war veterans' have totally trashed Zimbabwe.     Thanks but no thanks. If you study the mental model of UMNO's power structure, Rela is part of the group of militias set up by UMNO to suppress the people.

    KUALA LUMPUR, July 27 - The People's Volunteer Corps (Rela), responding to a call by Prime Minister Datuk Seri Najib Tun Razak today, has expressed its willingness to cooperate with the police in efforts to curb crime on the streets.

    Najib when announcing the Key Performance Indicators (KPIs) and the lead ministers for six national key results areas (NKRA) in Putrajaya said he wanted crime on the streets to be reduced by 20 per cent by the end of 2010.

    Rela director-general Datuk Zaidon Asmuni said the corps would work hand-in-hand with the police in the matter.

    "We will provide sufficient manpower if we were asked to assist ... let's say if the police wanted 100 of our men in an operation to combat crime, we will provide the number asked," he told Bernama when contacted here today.

    Monash University Sunway Campus's Prof Dr James Chin says these analyses are valid only if we are assuming a smooth transfer of power should the BN lose.

    "We still have to take into account the role that the unelected institutions will play if the BN is ever defeated at the federal level," he says.

    He says the civil service, for instance, is populated with BN loyalists who have benefited from the coalition's policies. As part of the state apparatus, they could make it very difficult for the PR to govern effectively.

    "Many in the civil service are also conservative Muslim-Malay [Malaysians] — if they were to even support the PR, they would limit themselves to PAS.

    "Besides, we have seen in Perak how the state civil service and the police were openly biased [in favour of] the BN," Chin says.

    The monarchy is another institution that will determine whether or not there is a smooth transition of power if the BN is defeated. Already, many have speculated that the Perak palace played a part in facilitating the reversal of power not even one year after the PR formed government there.

    Therefore, according to Chin, the analyses of Malaysian politics must not only project the outcome of the next general elections. It must also predict its aftermath. The Nut Graph....

    Malaysians can't understand why the police is covering up the death of Teoh Beng Hock at the hands of the MACC. Well, when the MACC's job is to cover PDRM's backside what do you expect? You scratch my back and I scratch yours, the saying in Malaysia goes. And the MACC and PDRM treat this dogma as a religion that replaces Islam.

    The Star headline on Sunday reported that MACC officers went to Tiong King Sing’s office and interviewed him from 2 pm until 6.30 pm in the presence of Tiong’s lawyers.

    Why was Tiong NOT summoned to the MACC HQ and denied legal assistance, as was done against several aides to DAP dignitaries in Selangor? Why was Tiong not summoned in the evening and questioned for 10 hours till early the next morning in the way Teoh Beng Hock was interviewed?

    Why was Tiong not immediately arrested as a suspect, and if he resisted arrest, immediately beaten up, as was done to Wong Chuan How, personal aide to Ronnie Liew?

    Is it because Tiong King Sing is a powerful Barisan National personality and a rich person in his capacity as the CEO of Kuala Dimensi Sdn Bhd that he was given courteous treatment that was denied to those opposition people?

    The Star also carried a report in the same day on Page 4 a suggestion by MACC director of investigation Datuk Mohd Shukri Abdull that all investigations involving political cases be suspended.

    I do not understand what he means by “political cases”, but from the way he grumbles and mumbles, it probably means those probes into the Selangor PR government people. If so, I recommend that his suggestion be accepted by whoever is in charge in MACC. If ‘political cases” include those connected to the PKFZ black hole, then I disagree.

    By the way, pardon my ignorance, who is in charge in the MACC anyway? Who is the top dog in that organisation? To whom shall I complain if I suspect the MACC top dog of corruption himself? Who is to guard me against the guard supposed to watch all the other guards?

    Wong Chuan How’s arrest gives rise to even more questions.

    How and why do the MACC people decide to initiate any probe into allegations of corruption? Which person or branch inside the MACC says at any point in time, “Right, we open a file on this case and start investigating it.” On what ground does he make such a decision? Are there definite rules for such decisions to be made? Malaysiatoday....

    We all know that governments involve themselves in clandestine activities. They even have ‘slush funds’ to finance activities that would be considered illegal. The British and American governments are no less guilty of these crimes as well. These so-called democratic governments of the ‘free world’ would just as ready finance, arm and train terrorist or guerrilla groups that are bent on ousting any government considered not friendly to the west.

    Sometimes these ‘third world’ governments not friendly to the west, and whom the west wish to topple, may be legitimately elected through parliamentary general elections. And those groups that wish to topple these constitutionally elected governments wish to do so not through a parliamentary general election but through an armed insurrection. But that is quite acceptable to the west because those governments being toppled, even though it may have been done through undemocratic means, are not friends of the west.

    So let us not feign surprise and pretend shock that governments are involved in illegal activities, including violence and terrorism. And let us not be naïve in thinking that only the ‘Great Satan’ or ‘Evil West’ does these kinds of things. Even our very own Malaysian government does this as well. And the Malaysian government too maintains slush funds to finance such activities.

    Slush funds are of course approved by Parliament. But no details are tabled in Parliament. A lump-sum budget of a few hundred million Ringgit would be approved by Parliament and those managing this ‘special fund’ need not offer any details of how the money is spent. Invariably, the money spent would all be in cash so that no records would ever exist. The few hundred million just ‘disappears’ with no questions asked and no account on how it is spent.

    Such is the way slush funds are operated, not only in Malaysia but also all over the world. How do you think they financed Bin Ladin and the Taliban and all those other ‘creations’ of the west that are now a source of problems for the very ‘masters’ who created them? It reminds one of the Dr Frankenstein situation where the monster the good doctor created comes back to haunt him.

    Who do you think was behind Azahari who tried to topple the Brunei Sultan many years ago so that the Sultanate could be turned into a Republic? The plan was that this tiny but extremely rich newly-created Republic (after the ouster of the Brunei Sultan) would join the Federation of Malaya, Singapore, Sabah and Sarawak to form a new federation called Malaysia.

    But Azahari failed, in spite of the backing he received from Malaysia, and he had to leave Brunei in a hurry or else they would have his head on the chopping block. And guess which country gave him political asylum and made sure that the Brunei government would never be able to touch him as long as he lived? That’s right, Malaysia.

    And who do you think is training, arming, offering safe haven, plus giving financial support to the armed Islamic groups in Southern Thailand and the Philippines? Yes, that’s right, again it is Malaysia that is causing problems for its neighbours by fuelling the guerrilla groups. And some of the money comes from Saudi Arabia, Libya, Pakistan, etc. -- and we are talking about billions of Ringgit.

    Now do you know why the Southern Thailand and the Philippines problem with Islamist separatist groups have gone on for two generation with no solution in sight? Talk to (Rtd) General Hassan and ask him about the guerrilla training camps in Sabah and you will be very surprised with what you are going to hear. (I wonder if he is still alive? In that case Nur Misuari can fill in the gaps.)

    But I am not too concerned with all that. After all, this has been going on for 40 years. All our neighbouring countries know about how Malaysia has been meddling in their internal affairs and has been assisting the guerrilla groups. Why do you think Thailand helped Chin Peng and his CMP guerrilla army? That was a tit-for-tat for what Malaysia was doing with the Muslim separatists in Southern Thailand.

    What I am concerned with is the latest revelation of the Malaysian government purchasing millions of rounds of ammunition and tens of thousands of pistols, submachine guns and stun grenades. And this is the Malaysian government’s ‘shopping list’:

    9mm pistols & accessories
    9mm submachine guns & accessories
    7.62mm sniper ammunition
    9mm para subsonic ammunition
    9mm para hollow point ammunition
    Stun grenades One-Bang
    Stun grenades 7-Bang

    Now, there is nothing wrong with governments buying bullets, pistols, submachine guns and stun grenades, even in the millions of rounds and tens of thousands of pieces like what the Malaysian government is doing. All governments do this, even the Malaysian government. But this particular cache is not being procured through ‘normal channels’. There is no tender being called for this purchase. It is being negotiated through ‘underground’ sources, the way illegal organisations or terrorist groups would normally do.

    Why would Malaysia want to by-pass the official or legal channels in buying all these guns, ammunition and grenades? Are they meant for illegal purposes? Are they meant for onward transmission to terrorist groups that Malaysia is supporting? Or is the final destination of this cache of weapons Malaysia itself?

    This is most alarming. They most certainly can’t be for the Malaysian security forces. If they were then the government would buy them through an official tender and from authorised or legitimate suppliers instead of through underground sources. But if they were for foreign terrorist groups then for sure Malaysia would not want to do it the legal way because then they can be traced back to Malaysia.

    What is most worrying is the recent announcement that Umno intends to send its Youth Movement members for paramilitary training. Does Umno intend to train and arm its Youth Movement? If so then what is the purpose for doing so? And is this latest ‘underground’ procurement of millions of rounds of ammunition and tens of thousands of pistols, submachine guns and stun grenades part of this plan?

    The Malaysian government needs to reply to all these questions. The rakyat can’t remain silent about this very alarming turn of events. We know that there are moves to buy these armaments. That, the Malaysian government can’t deny. To deny this is futile. But what we do not know yet is the reason the Malaysian government is buying them on the ‘black market’ and whether these would all finally end up on the streets of Malaysia in the hands of Umno Youth who would soon be trained on how to use them.

    The Members of Parliament from both Barisan Nasional and Pakatan Rakyat need to demonstrate outrage. This is not just about swindling the rakyat out of billions of our tax money. That, after all, is only money. This is more serious. This involves the nation’s security. Government’s cannot turn rogue by dabbling in illegal arms and ammunition purchases without explaining what they intend to do with enough firepower to start a civil war in the country.

    Don’t deny it. Don’t issue statements that the police will be asked to investigate this latest ‘lie’ from Malaysia Today. This is no lie. We are aware of what you are buying. What we want to know is why you are buying them and what you intend to do with them. And why are you going onto the black market to buy them from underground sources if there is nothing sinister about what you are doing? Malaysiatoday....

    Many Malaysians may not know this but the Perak Fiasco this year is not the second constitutional crisis that has rocked Malaysia (after the UMNO crisis). In fact, UMNO’s deregistration as an association by the Registrar of Societies in 1987 was also not Malaysia’s first constitutional crisis but the second.

    The dubious award of Malaysia’s first ever constitutional crisis was bestowed on the Sabahan State Government in 1985 when the Berjaya-appointee Sabahan Governor, Tun Haji Mohd Adnan Robert, despite stern objections from his advisors including the Sabah State Attorney Datuk Nicholas Fung and Sabah High Court judge, Justice Datuk Charles Ho, had decided to swear-in a minority coalition party leader as the Chief Minister of Sabah, a coalition that had won less state seats (22 seats combined) in the just completed State Elections than the victor (26 seats), an action that contravened the State Constitution and the Federal Constitution of Malaysia.

    So, what happened during the early dawn hours of 22 April 1985 that eventually propelled the State of Sabah into total chaos? An action by one single man in his capacity as the Governor? Or was he somehow “persuaded” (against all logical reasons) by Datuk Haji Yahya Lampong and the inaction of others present (except for Nicholas Fung and Charles Ho) to continue with the swearing-in ceremony? Before you continue reading, always keep this in mind. A Sultan or a State Governor can appoint a Menteri Besar or a Chief Minister but he cannot dismiss him after swearing him in. The appointed MB or CM can only be dismissed in the State Legislature by a vote of no-confidence, if he is convicted of a crime or if he dies in office. Malaysiatoday....

    SHAH ALAM: Kerajaan Negeri Selangor hari ini telah memfailkan afidavit jawapan kepada permohonan Peguam Negara Tan Sri Gani Patail untuk membatalkan satu pekeliling yang mengarahkan pegawai dan kakitangan kerajaan membantu siasatan Suruhanjaya Pencegahan Rasuah Malaysia (SPRM)pada waktu pejabat dengan kehadiran peguam.

    Afidavit tersebut telah ditandatangani oleh Menteri Besar Selangor Tan Sri Abdul Khalid Ibrahim dan difailkan di pejabat pendaftar Mahkamah Tinggi Shah Alam pada 3pm.

    Afidavit yang telah difailkan mempunyai dua tujuan iaitu menentang permohonan yang difailkan oleh Peguam Negara, dan keduanya menyokong permohonan kerajaan Negeri Selangor untuk membatalkan tindakan Peguam Negara malalui satu Saman Dalam Kamar yang juga telah difailkan pada hari ini.

    Afidavit setebal 55 mukasurat antara lain menyatakan bahawa pekeliling bertarikh 28 Julai 2008 telah dikeluarkan setelah mendapat nasihat daripada Penasihat Undang Undang Negeri dan dikeluarkan bagi tujuan untuk membantu siasatan SPRM dan bukan sebaliknya.

    Menteri Besar juga telah berkata dalam afidavit tersebut bahawa Peguam Negara tidak mempunyai hak memulakan prosiding (locus standi) untuk memfailkan permohonan tersebut kerana pekeliling tersebut hanya berkait langsung dengan SPRM, sebuah badan berkanun, dan bukan Peguan Negara.

    Afidavit tersebut juga memperincikan kacau ganggu yang dilakukan oleh SPRM terhadap pentadbiran Negeri Selangor dan bahawa kaedah siasatan yang diguna pakai oleh SPRM tidak mengikut lunas undang-undang sepertu siasatan melalui panggilan telefon tanpa notis, kunjungan mengejut tanpa pengenalan diri, tuntutan dokumen tanpa notis dan soal siasat saksi yang kadang kala menjangkau tempoh lewat malam.

    Menteri Besar juga menyatakan bahawa pekeliling itu tidak mencabar peruntukan siasatan SPRM, tetapi sebenarnya peruntukan di dalam Akta SPRM itu yang mencabar peruntukan perlembagaan yang menekankan hak kehidupan dan kebebasan (right to life and liberty), hak untuk mendapat khidmat guaman pilihan (right to counsel of choice) dan hak kesamarataan (right to equality).
